У статті досліджено та узагальнено характерні особливі розвитку суспільного сектора в умовах інноватизації та цифровізації економіки України. Встановлено, що до основних показників оцінки ефективності суспільного сектору економіки України інноваційного типу варто відносити: якість суспільної інфраструктури, якість освіти та науки, якість адміністрування, економічна продуктивність, стабільність. Розкрито сучасні особливості та основні завдання суспільного сектору економіки інноваційного типу. Представлено характеристику концепцій оцінки діяльності суспільно сектора та показників оцінки ефективності суспільного сектору економіки України інноваційного типу. Здійснено аналіз видів та змісту суспільного сектора економіки інноваційного типу. Обґрунтовано і розкрито основні структурні елементи суспільного сектора України економіки інноваційного типу в умовах цифровізації. Зроблено висновок про те, що на особливу увагу в ході реалізації стратегії інституціонально-структурних змін у суспільному секторі економіки заслуговує політика формування соціального капіталу, адже індикатори його розвитку в Україні є недостатніми, що не дозволяє належним чином підвищити ефективність реформ у суспільному секторі економіки інноваційного типу в умовах цифровізації. Characteristic of the development of public sector in conditions of innovation and digitalization of Ukrainian economy is investigated and summarized in the article. It is established that the main indicators of the evaluation of the efficiency of public sector of Ukrainian economy of innovation type are: the quality of public infrastructure, the quality of education and science, the quality of administration, economic productivity and stability. Modern features and main tasks of public sector of the economy of innovative type are revealed. It is argued that the key tasks of public sector of the economy are to ensure the fair distribution of benefits among members of society in accordance with ethical ideas that govern, and correct situations in which market mechanism of self-regulation demonstrates the inability to achieve a state that is optimal for Pareto. The article presents characteristics of the concepts of evaluation of social sector activity and indicators of the evaluation of the efficiency of public sector of Ukrainian economy of innovation type. The indicators of the evaluation of the efficiency of public sector of Ukrainian economy of innovation type are defined: the quality of public infrastructure (quality of transport infrastructure, quality of communications); stability (level of average inflation, unemployment, the rate of economic growth in dynamics); quality of education and science (level of coverage of population by secondary education, performance indicators); economic productivity (GDP per capita, government deficit, public debt); quality of health care (average life expectancy, level of implementation of medical innovations); the quality of administration (level of corruption, quality of the judiciary, level of bureaucracy). The analysis of types and contents of public sector of the economy of an innovative type is carried out. Main structural elements of Ukrainian public sector are substantiated and disclosed in the economy of innovation type in the conditions of digitalization. It is concluded that the policy of formation of social capital deserves special attention during the implementation of the strategy of institutional and structural changes in social sector of the economy, because as indicators of its development in Ukraine are insufficient, which does not allow to properly increase the efficiency of reforms in public sector of the economy of an innovative type in terms of digitalization. |
