Кваліфікаційна робота магістра складається з трьох розділів. Об’єкт дослідження є теоретичні та практичні аспекти формування доходної частини місцевих бюджетів України. У роботі розглянуто доходи місцевих бюджетів як основи фінансової бази органів місцевого самоврядування. Проведено критичний аналіз наявних підходів до визначення категорії «доходи місцевих бюджетів». Досліджено практику формування доходів місцевих бюджетів в Україні за аналізований період 2013–2017 рр. Визначено проблеми формування доходів місцевих бюджетів. Запропоновано напрями їх вирішення. Проаналізовано роль дохідної частини місцевих бюджетів, міжбюджетних трансфертів, та зарубіжний досвід у формуванні доходів місцевих бюджетів України. Визначено проблеми формування бази доходів місцевого самоврядування. Запропоновано можливі шляхи вирішення проблем формування бази доходів місцевих бюджетів з вимогами сучасності. Master's qualification work consists of three sections. The object of the research is theoretical and practical aspects of forming the revenue part of the local budgets of Ukraine. The paper considers the revenues of local budgets as the basis of the financial base of local self-government bodies. A critical analysis of available approaches to the definition of "local budget revenues" category has been conducted. The practice of formation of incomes of local budgets in Ukraine for the analyzed period of 2013-2017 has been investigated. Problems of forming of incomes of local budgets have been determined. Directions of their solution are offered. The role of revenue part of local budgets, intergovernmental transfers, and foreign experience in the formation of revenues of local budgets of Ukraine is analyzed. The problems of forming the base of local self-government revenues are determined. Possible ways of solving problems of forming the base of local budget revenues with the requirements of the present are proposed. |
