У статті досліджено умови забезпечення стійкості бюджетної системи України, проаналізовано основні бюджетні показники. Звернуто увагу на непросту економічну ситуацію в Україні, яка виникла в умовах політичної, економічної, військової криз і призвела до значного падіння ВВП, сповільненню інвестиційної активності, відтоку капіталу Визначено першочергові завдання забезпечення стійкості бюджетної системи, збалансованості бюджету, від чого залежить стан справ у багатьох сферах державної життя, а саме: наявність необхідних резервів, гнучких інструментів, включаючи бюджетне правило, помірне боргове навантаження; підвищення ефективності бюджетних витрат, максимально результативне витрачання бюджетних коштів; впровадження програмних методів бюджетування, що дозволить концентрувати бюджетні кошти на пріоритетних напрямках; впровадження принципів відкритості бюджетної політики; проведення збалансованої і розумної податкової політики, яка повинна не тільки виконувати фіскальну функцію максимізувати доходи казни, але повинна також стимулювати економічну і інвестиційну активність; подальше зміцнення фінансової системи шляхом розробки і реалізації потенціалу нового законодавства про фінансові ринки; удосконалення міжбюджетних відносин. Вирішення цих завдань забезпечить стійкість бюджетної системи в умовах кризових явищ. The Article studies the conditions of stabilization of budgetary system of Ukraine by analyzing the main budgetary indicators. The author pays special attention to the intricate economic situation in Ukraine, which appeared in the conditions of political, economic and military crisis and led to the sufficient decrease of GDP, deceleration of investment activities and withdrawal of capital. The above mentioned factors shall be taken into account while planning actions in the most unfavorable circumstances and determining measures directed at softening the impact of different force-majeure circumstances. The Article describes the priority tasks for the stabilization of budgetary system and balancing the budget for improving the condition of many spheres of public life, in particular: availability of the necessary provisions, flexible instruments, including budgetary rule, moderate debt load; increase of effectiveness of budgetary expenditures, optimal spending of budgetary funds, the fulfilment of which will permit to concentrate the budgetary resources on the priority directions with the aim of reaching the set goals; implementation of the principles of openness of budgetary policy; realization of the balanced and reasonable tax policy, the assignment of which is not only to perform the fiscal function by maximizing the treasury income, but also to stimulate economic and investment activities; further strengthening of financial system by means of developing and realizing the potential of the new legislation on financial markets; improvement of inter-budget relations. The system of local finances shall be balanced. The performance of these tasks will secure the stability of the budgetary system in the conditions of crisis. |
